Challenging America will be the prime focus of extended meetings in Yekaterinburg, Russia (formerly Sverdlovsk) today and tomorrow (June 15-16) for Chinese President Hu Jintao, Russian President Dmitry Medvedev and other top officials of the six-nation Shanghai Cooperation Organization (SCO). The alliance is comprised of Russia, China, Kazakhstan, Tajikistan, Kyrghyzstan and Uzbekistan, with observer status for Iran, India, Pakistan and Mongolia. In early June, Peruvian President Alan García, an ally of US President Barack Obama, ordered armored personnel carriers, helicopter gun-ships and hundreds of heavily armed troops to assault and disperse a peaceful, legal protest organized by members of Peru’s Amazonian indigenous communities protesting the entry of foreign multinational mining companies on their traditional homelands. Dozens of Indians were killed or are missing, scores have been injured and arrested and a number of Peruvian police, held hostage by the indigenous protestors were killed in the assault. President García declared martial law in the region in order to enforce his unilateral and unconstitutional fiat granting of mining exploitation rights to foreign companies, which infringed on the integrity of traditional Amazonian indigenous communal lands. A front-page New York Times headline last week put the matter politely indeed: "In Pakistan, U.S. Courts Leader of Opposition." And nobody thought it was strange at all.

In fact, it's the sort of thing you can read just about any time when it comes to American policy in Pakistan or, for that matter, Afghanistan. It's just the norm on a planet on which it's assumed that American civilian and military leaders can issue pronunciamentos about what other countries must do; publicly demand various actions of ruling groups; opt for specific leaders, and then, when they disappoint, attempt to replace them; and use what was once called "foreign aid," now taxpayer dollars largely funneled through the Pentagon, to bribe those who are hard to convince. Fed chief Ben Bernanke has embarked on the most radical and ruinous financial rescue plan in history. According to Bloomberg News, the Fed has already lent or committed $12.8 trillion trying to stabilize the financial system after the bursting of Wall Street's speculative mega-bubble. Now Bernanke wants to dig an even bigger hole, by creating programs that will provide up to $2 trillion of credit to financial institutions that purchase toxic assets from banks or securities backed by consumer loans. The Fed's generous terms are expected to generate a flurry of speculation which will help strengthen the banking system while leaving the taxpayer to bear the losses. It is impossible to know what the long-term effects of Bernanke's excessive spending will be, but his plan has the potential to trigger hyperinflation or spark a run on the dollar.
