The United States has long been an exporter of terrorism, according to a secret CIA analysis released Wednesday by the Web site WikiLeaks. And if that phenomenon were to become a widely held perception, the analysis said, it could damage relations with foreign allies and dampen their willingness to cooperate in "extrajudicial" activities, such as the rendition and interrogation of terrorism suspects. In late June, however, the CIA's former top counterterrorism official, Robert Grenier, participated in a rare public discussion on issues ranging from the incredible extent to which the US has relied on contractors to fill sensitive national security positions; to battlefield contractors in Afghanistan; to allegations of contractor involvement in "direct action" (lethal) operations, as well as commenting on Blackwater owner Erik Prince's reported involvement in a secret CIA assassination program. The former spy also criticized what he called attempts by the US military to "overstep their bounds" by conducting intelligence operations that traditionally have fallen under the purview of the CIA. We face what appears to be a military industrial media empire so powerful and complex that truth is mostly absent or reported in disconnected segments with little historical context. A case in point: The London Times reported on June 5, 2010, that American troops are now operating in 75 countries. Has President Obama secretly sanctioned a huge increase in the number of US Special Forces carrying out search-and-destroy missions against al-Qaeda around the world? If so, this increase is far in excess of special-forces operations under the Bush administration and reflects how aggressively Obama is pursuing al-Qaeda behind his public rhetoric of global engagement and diplomacy. The recent UN Security Council resolution slapping new sanctions on Iran is likely to become the worst defeat suffered by the Russian diplomacy over the past years. Its negative impact may be persistent and more serious than that of the proclamation of Kosovo's independence to which Russia continues objecting. What we are witnessing seems to be an unexpected recurrence of the syndrome of unilateral concessions to the West which eroded Russia's international politics, especially its Balkan part, in the 90's. Following the Western lead in dealing with Iran, Russia is risking to lose both its positions in a region much more extensive than the Balkans and its hard-earned key role in the raising multipolar world.
