Memo to the Chief of the Australian Federal Police and the Attorney-General
We have recently received some unverifiable information regarding a purported obsession shared by Mick Keelty of the AFP and the Attorney-General, Philip Ruddock. The information referred to the existence of a “missing category” of terrorists whose activities have been severely affecting the ability of regulatory authorities to adequately fulfil their social obligations. Keelty and Ruddock, in their quest for tighter social regulation, have encountered certain aberrations in the social matrix, the cause of which remains a mystery!

We are able to appreciate the anguish experienced by these two conservative cowards when their ability to arrest, interrogate or otherwise detain citizens, is curtailed. Recent comments and some odd behaviour from these regulators would indicate that the received information is worthy of transmission, notwithstanding its unverified status – final determinations we happily leave to the reader.
The need for regulatory authorities to ‘map’ previously unknown social ‘spaces’ and thereby regulate behaviours or activities occurring in these ‘spaces’ is essential to all totalitarian regimes. This is classic Foucaultian post-structuralist theory relating to the social imperative of apprehending all ‘social space’ in which conformist and 'deviant' behaviours occur (all unknown/unregulated, ‘foreign’ activities are considered antagonistic to the dominant view).
Ruddock’s recent attempt to identify/classify a ‘new’ breed of “non-Muslim terrorist” and Keelty’s reference to “ambiguous” South Sea Island governments/leaders would indicate that citizens may soon be confronted with additional draconian measures both locally and in the immediate region. We would also alert all Australian writers and artists to the possibility that the content of their creative output may be subject to the ‘critical’ evaluation of John Howard’s new art police, in the form of Keelty and Ruddock. The designation of Art as terrorist activity only occurs in societies where contractionist, visionless, uninspired, neo-conservatism dominates (Howard's Australia). It should not be forgotten that Ruddock is proud to be the first philistine in the developed world to re-introduce the totalitarian practice of banning books!
In the ‘great’ southern land of cringing cowards, leaders without a national identity or aesthetic sensibility, government buffoons need all the help they can get! All responsible citizens should assist our leaders in their efforts to alleviate the symptoms of severe anal constriction and the panic associated with a loss of ‘control’. In the spirit of social unity we would reveal the desperately sought-after ‘new’ terrorism category simply as ‘semiotic-anarcho-terrorism’ – formerly known as Art! [Understanding the interrelationship between Art and social ‘reality’ has never been more problematic.]
Manipulating signs and symbols in order to effect changes in consciousness and possibly to create new realities could now be regarded as criminal activity (Banjo and Henry just rolled in their graves). However, according to our fearful leaders, effecting the building blocks of the mind should be the sole province of the custodians of social values, state ideological institutions of inculcation and regulation.
Rogue elements, artists, writers, pedagogues etc, who undermine the popular dream culture of western ‘democratic’ society must be regulated; the maintenance of a servile population and criminal, lying government depends on uniform prescribed 'realities'. The facade of a popular dream culture must be preserved and maintained at all costs. Osama Bin Laden and Zorro are managed, compliant representations that serve to sustain a particular worldview; unknown, unregulated representations may create unnecessary curiosity or disturb the common mind.
Regulators have never been able to apprehend (or comprehend) that which is not fixed in their time or their space; active creative forces outside given mapped realities are to be considered hostile and treated as ‘foreign’ terrorist threats.
Today, regulators openly ‘strain’ in an effort to re-categorise, compartmentalise and criminalise that which threatens to expose the backroom machinations, subterfuges, mass manipulation and other criminal activities of ruling elites.
In view of the ever-increasing likelihood that Keelty and Ruddock will become social laughing stocks, we should all pitch in and assist our fearful and inept leaders. Please contact the AFP and/or the Attorney-General's Department if you have any information in relation to subversive artists, butterfly collectors, semioticians or other dangerous assassins of meaning.
