Sometimes governments are willing to kill large numbers of their own citizens in order to advance an agenda. For example, Operation Northwoods was a plan for false flag terrorist events drafted by the US Joint Chiefs of Staff and signed by General Lyman Lemnitzer. It called for the CIA and other “black op” elements to shoot down Americans in the streets of Miami and Washington, D.C., to hijack or shoot down airliners, to attack and sink boats carrying Cuban refugees to the US, and to fabricate evidence that implicated Castro. In a frantic effort to avoid legal responsibility for war crimes, in particular failed attempts on Muammar Gaddafi’s life, which resulted in numerous civilian casualties including the deaths of three young children, US/NATO forces have enlisted the compliant ICC to hurriedly issue arrest warrants for Gaddafi and some of his senior officials. This they hope would legitimise their unmandated assassination attempts on Gaddafi and their colonial invasion. However, NATO’s war crimes would pre-date any warrant hurriedly issued by the exceedingly compliant ICC, the most PARTIAL and farcical legal institution in Europe today.

Years after the events and release of numerous videos depicting Sinhalese troops summarily executing Tamils, the UN finally confirms the KNOWN but adds that it is powerless to act on this report! Interesting stance in view of all the American (and Israeli) criminal interventions over the past decade the UN approved -- the 'humanitarian' Libyan Oil grab rages as I write.
Since these war crimes were committed, Sri Lanka has politically and strategically befriended Russia and China even though US Drones and satellite information assisted the Sri Lankan military in eliminating LTTE rebels.

American puppet president Obama and the reprehensibly servile Australian PM, Julia Gillard, have legal backgrounds and so are clearly AWARE of the legal implications of their actions. Both have PUBLICLY declared the criminal 'guilt' of Julian Assange and Bradley Manning (respectively) PRIOR to any trial or even a charge being laid in the instance of Assange.
